    The ‘Leader’ alluded to in the scenario’s name seems to refer to the Student Council President.

    Emphasis on autonomy is also evident in the selection process.

    The Student Council President is not an appointed position chosen by the academy headmaster, but an elected position chosen directly by the students’ votes.

    In other words, various evaluation factors, including popularity, ability, and reputation, play a significant role.
