    # “Population Exchange”

    It was a policy called “population exchange.”

    The idea was to accept immigrants from pro-American countries while relocating Black people elsewhere in exchange for support.

    The goal was to minimize the Black population as much as possible during this era of racial discrimination.

    Of course, “population exchange” is just a term—replacing people isn’t so simple, but it’s a strategy to reduce numbers as much as possible.

    This alone might help America survive.

    Though racial discrimination would remain for some time, of course.

    “What about meeting with the Tsarina again?”

    Meeting the Tsarina. MacArthur recalled the letter she had sent recently.

    She had actually invited him to Moscow.

    In fact, she’d offered him the full Roman Treaty Organization tour package if he weren’t the president.

    We fed him mint chocolate. MacArthur must have been quite pleased.

    “The strange mint chocolate dessert was unfortunate, but everything else was good. Having it served after meat dishes was particularly odd.”

    At Maria II’s urging, I forced myself to calm down.

    Compared to those, my potential mint chocolate war would be quite a holy war, to say the least.

    Still, I don’t want to be remembered as the Tsar who started a war over mint chocolate.

    That would be a bit much.

    “That’s right. Ahem.”

    MacArthur nodded with satisfaction at my response.

    I want to hit back at that smug expression of his, but I restrained myself.

    “To be honest, we don’t care at all whether the Serbian people go to hell or not.”

    I’m sure that’s true. Unless MacArthur is of Serbian descent, there’s no reason for him to interfere with what the Roman Treaty is trying to do.

    Originally, MacArthur should have met with Göring first, but the fact that he’s meeting with me shows his willingness to negotiate.

    “I’m sure you don’t. I expected as much. I appreciate your straightforwardness.”

    This way, we don’t need to hide things from each other.

    “Neither you nor I need to hide anything from each other.”

    There’s no need to hide.

    What remains for us is not to get upset over national affairs, but to seriously engage in give and take.

    MacArthur had earlier asked for our help, not simply to mess with us.

    Frankly speaking, if Black issues flared up in America, we would have had to say something at the UN.

    MacArthur’s eyes twitched strangely at my words.

    Aren’t there a huge number? I don’t know. MacArthur will figure it out.

    Well, let’s see how MacArthur plans to solve this.

    “It would be. Of course, we’re not sending all Black people away, just those who were the backbone of the KFC first.”

    The Black people who formed the backbone of the KFC. These Black people were effectively being marginalized in American society.

    That’s right. I heard Japanese people were flowing into South Africa.

    East Japan’s population is decreasing dramatically.

    Black people are originally from the United States. Even if they go to East Japan, wouldn’t they still receive support from the United States?

    If they migrate to East Japan as Americans, American influence will naturally embed itself in East Japan. Once they establish themselves in East Japan, would they want unification with West Japan?

    They are foreigners, after all.

    I apologize to Mr. Motenko, but unification will be difficult even in the distant future.
