For Renya Mutaguchi, even if reluctant, he had to normalize diplomatic relations with Balhae based on his experience with the Asian Alliance.
With Russia behind Balhae, and Japan also dependent on Balhae, Russia wanted Balhae and Japan to restore diplomatic relations.

Unlike in the original history, Balhae directly recaptured the Korean Peninsula and maintained its status as a victorious nation by intervening in the US-Japan War.
Moreover, with many Japanese imperialists from the original Imperial faction cabinet and even the Emperor being labeled as war criminals and hanged due to American anger, Balhae had no major resentment toward Renya Mutaguchi’s West Japan.
Of course, no matter how much they claimed “We’re different from the Empire of Japan!”, human emotions aren’t so easily forgotten.
Renya Mutaguchi’s name was famous on the Korean Peninsula.
Japan’s greatest general who defeated 2 million troops of the Chinese Warlord Alliance.
He governed Southern Manchuria without discriminating against Korean immigrants (though this was more due to his dislike of complications than anything else) and was an unfortunate figure assigned to supply duty in Southern Manchuria for political reasons within Japan.

Upon realizing his country had become corrupt, he rightfully raised an army.
Although not directly comparable, some view the Southern Manchurian Army’s uprising as similar to the Wihwado Retreat, which effectively ended Goryeo. Balhae people felt affinity toward Renya Mutaguchi.
Several generals, including Lee Beom-seok who had returned to Seoul after stationing only part of his army in Vietnam, highly regarded Renya Mutaguchi as a righteous figure who had quickly annihilated the Chinese army without even using tanks and who had justly rebelled upon realizing the corruption within his own country’s army.
“How does the Prime Minister view our army? We’ve all received Russian training and defeated the corrupt Imperial faction army.”
“How could I, who belonged to an invading country’s army, evaluate the army of a nation that suffered harm?
