    Subject: Latest Developments in Innsmouth

    ## Innsmouth

    An old fishing village located on the eastern coast of Massachusetts.

    Since 1928, Innsmouth had been closed to outsiders, but thanks to the active efforts of Massachusetts State Senator Annette Cole, the travel ban was lifted this year, specifically around April 1929.

    However, Innsmouth remains one of the most difficult towns to access. Transportation is limited to a bus that runs only twice daily (on the Arkham – Innsmouth – Newburyport route), while all other transportation routes, including railways, have been discontinued.

    ## History of Innsmouth

    Innsmouth was a town that received little attention. According to Essex County history books, it was established in 1643 and was known for shipbuilding until the American Revolutionary War. By the early 19th century, it had grown into a port city with small industrial complexes. However, the town rapidly declined following an epidemic (1846-1860, presumed to be the Third Cholera Pandemic) and riots in 1846.

    The exact causes of its decline remain unknown. What is clear, however, is that after the Civil War, Innsmouth’s industry was limited to small-scale fishing and gold refining by the Marsh family.

    Even the gold refinery ceased operations after the Innsmouth Incident of 1928. Currently (1929), Innsmouth residents are known to sustain themselves through fishing and shrimping.

    ## The Innsmouth Incident

    In February 1928, the coastal town of Innsmouth, Massachusetts, experienced arson, explosions, suspicious inspections, and detentions led by the federal government. While it appeared to be a prohibition raid on the surface, the fact that numerous people were detained and scattered across political prisoner camps, mental institutions, and military detention facilities or hospitals suggests it was no ordinary crackdown.

    Representatives from human rights organizations made protest visits, but for some reason, they have maintained silence after visiting the detention sites. Detailed information was not covered in newspaper reports, with only one tabloid publishing an article stating that a U.S. submarine fired torpedoes at a ravine 3km from Innsmouth harbor.

    ## Rumors

    ### -1.

    Local historians, Newburyport historians, and officials from the Miskatonic University Museum believe that large amounts of treasure are hidden in Innsmouth, most of which are the result of generations of plundering by the Marsh family.

    This rumor stems from a crown pawned in 1873, believed to have originated from the East Indies or Indonesia. Its overall shape resembles ancient Persian designs, but features geometric patterns and embossed designs that appear to depict the sea.

    Some of the embossed designs are known to clearly depict figures with fish-like upper bodies and amphibian limbs and lower bodies.

    The crown is also excessively oval-shaped, making it ill-suited for a human head, which is closer to round.

    ### -2.

    There are unconfirmed reports suggesting that despite Innsmouth’s steadily declining population, the fishing yield has not decreased. While this comes from Innsmouth City Hall records, it remains to be seen whether these are merely paperwork records from lazy officials or actual data.

    However, it is confirmed that gold of unclear origin was flowing in. This is based on the report by Federal Security Bureau agent Henry Payne, who investigated the area in 1927-1928.

    ### -3.

    The “Cult of Dagon” is still said to be passed down in Innsmouth, but its place of worship is known to have closed following the mass arrests and investigations of 1928.

    ## Intelligence Report on Innsmouth Redevelopment Committee Activities

    Since the lifting of the travel ban in April, con artists who believe large amounts of jewels are hidden in Innsmouth, as well as journalists and civil activists seeking to report on the damages suffered by Innsmouth residents from the government, have been flocking to the town. Senator Annette Cole, born on Pollard Island, has expressed strong support for Innsmouth’s redevelopment.

    Simultaneously, House Representative candidates seeking support in eastern Massachusetts have also expressed interest in visiting. Candidates from the Patriot Party, to which Annette Cole belongs, as well as those from the Progressive Party, are known to be focusing on Innsmouth.

    Patriot Party candidates are enthusiastic about industrial development in Innsmouth, while Progressive Party candidates are focusing on the racial discrimination experienced by Innsmouth residents and civil consciousness movements.

    Currently, the Redevelopment Committee is actively working under the leadership of the new mayor, Isaac Allen.

    Breaking News – There is reliable information that the Alto Family, known as a faction of the far-right KKK, is active in Innsmouth. They are expected to conduct a peaceful protest march campaign with the message “Withdraw reverse discrimination against whites.”

    ## A Brief Introduction to Hyperborea

    Hyperborea! Truly a difficult name. It appears frequently in literature, but no one has properly clarified where this continent is located or what it is.

    Moreover, interpretations, locations, and uses vary from author to author. This kind of indefinite form may make Hyperborea more attractive.

    On the other hand, it has given rise to unrefined and indiscriminate rumors about Hyperborea.

    Therefore, I will try to include the most concise information here.

    The word Hyperborea itself means “beyond the North Wind” in Greek. Herodotus recorded that “it is a land far north of Greece, where sunlight shines for 24 hours, and the people are cheerful.”

    Modern interpreters speculate that Herodotus might have been recording the midnight sun phenomenon. The setting being glacial, and the mention of continuous sunlight suggests this.

    How the continent of Hyperborea perished differs across texts, but it is generally believed that “it disappeared under glaciers.”

    This contrasts with Lemuria, Mu, Atlantis, and R’lyeh, which sank into the sea.

    The first capital of Hyperborea is said to be Comorium. A pure white priestess prophesied the fall of Comorium, but whether no one heeded her words, or whether they knew but could not prevent it, remains unknown.

    The pure white priestess refers to the most powerful priest of Hyperborea. She seems as if she descended from the moon, unclear whether alive or dead, whether a goddess, ghost, or even human.

    What is certain is only that she was beautiful, light, and suddenly appeared one day in the wasteland!

    ## Shoggoth

    A massive green liquid monster about the size of a decent car. It subdues its opponents by spewing acidic solution and traps victims inside its jelly-like body, slowly digesting them. Some have multiple legs like centipedes, some have tentacle-like extensions, and some have no appendages at all.

    With a jelly-like body that easily withstands ordinary impacts, conventional rifle weapons are useless against it. Explosive weapons like dynamite and grenades, flamethrowers or Molotov cocktails, or even rapid cooling methods might be worth considering.

    Its exact weight is unknown, but its strength is formidable. It easily crushes parked cars on the street and shows little external damage even when colliding with oncoming vehicles.

    Originally created as a slave race incapable of independent thought, they gradually developed intelligence, simple language systems, and emotions, making them much more difficult to control.

    The Deep Ones beneath Innsmouth have long tried to make Shoggoths their obedient slaves and finally succeeded in taming them.

    However, even the Deep Ones could not completely neutralize the Shoggoths’ inherent aggression and rebelliousness. Shoggoths evolve on their own, and with each generation, they tend to become less obedient.

    Currently, they are digging tunnels beneath Innsmouth. A relatively recent activity was the creation of a massive underwater tunnel between Innsmouth and Pollard Island. However, it remains unclear whether this tunnel is currently in use, and if so, how and for what purpose.

    ## Character File – Aurora Savio

    The character Aurora Savio belongs to the “White Hand Family,” an Italian Mafia based on Pollard Island.

    The White Hand Family consists of boss Giovanni Savio, the “Left Hand” and “Right Hand” who serve as underbosses in a three-person system, and beneath them, well-trained and loyal subordinates.

    The name “White Hand” comes from the nickname derived from their practice of always wearing white gloves to emphasize their authority.

    Though fewer in number compared to their rival gang, the Irish “Red-Headed O’Malley,” they maintain superiority through overwhelming firepower, financial resources, and influence throughout Pollard Island and eastern Massachusetts.

    Aurora Savio is Giovanni Savio’s eldest daughter and second child, with an older brother (deceased as of 1929) and a younger brother (Michael Savio, currently a military officer and not affiliated with the Mafia).

    The mother of the three siblings and Giovanni Savio’s wife passed away long ago.

    Father Giovanni grew up in difficult circumstances in Italy and organized a village vigilante group to fight against corrupt government officials.

    Through some circumstances, he came to America and, seeing Italian immigrants suffering from discrimination, organized the White Hand Family to protect Italian immigrants and engage in power struggles.

    Giovanni treated his children not so much with love but rather as “blood-related subordinates who would never betray him.”

    His parenting style was similar to raising organization members or soldiers rather than children, raising all three with violence, oppression, and discipline.

    At the same time, Giovanni also harbored a desire for his children to become “real Americans.” This is why he somehow ensured they completed higher education.

    Of course, school life was not smooth. The Mafia was never refined, and they considered kidnapping, torturing, and killing children from rival organizations as ordinary, which Giovanni could not bear to witness.

    With white-gloved bodyguards accompanying her everywhere, normal school life, let alone human interaction, was nearly impossible.

    Among her peers, Aurora was a figure of terror, with everyone obeying her words rather than defying her or establishing equal relationships.

    Even teachers feared her.

    Of course, Aurora was exemplary in school, as she would face physical punishment from her father for even minor mistakes.

    Nevertheless, through school life, Aurora realized that her life was far from normal and tried to understand and learn about an ordinary, moderate life where people respect each other.

    However, both directly and indirectly, Aurora grew up without ever experiencing such a life.

    Change came to the Savio family with the sudden and mysterious death of the eldest son.

    He died in a shooting incident that occurred within the Savio family home, thought to be the safest place. While the exact timing is unclear, it is certain that Aurora and her brother Michael were present at the scene.

    The incident completely shattered Aurora’s mental state, but it also taught her the duty to protect her younger brother Michael and the lesson that even her fearsome oppressor brother was not invincible, and that “anything that bleeds can be killed.”

    For Aurora, who sought to understand life and death clearly, the Great War in Europe was almost an opportunity.

    Just over twenty years old, Aurora volunteered as a medical officer and went to the front lines. Moving between safe rear hospitals (though filled with dying patients) and the frontline trenches, Aurora learned about overwhelming violence, courage and fear, death and life.

    The military, too, had clear hierarchical relationships, and Aurora was an expert in hierarchies – she stood up to superiors who gave unreasonable orders and tried to protect her subordinates. This continued even after her subordinates’ faces changed weekly and her superiors discovered who she was due to Giovanni’s connections and information network.

    Contrary to Aurora’s expectations, her time in the military did not lead to an ordinary life. There was no time to feel friendship or camaraderie.

    The relationships she formed were, as at home, purely hierarchical. She returned home and briefly tried to break away, but word spread among all Mafia families that a White Hand child was walking around unprotected.

    After fending off several kidnapping and assassination attempts, Aurora returned as someone who could wield more dangerous, unstable, but sophisticated violence – exactly what Giovanni had wanted from his eldest son.

    Despite Giovanni viewing Aurora’s military enlistment as a form of “insubordination,” he recognized her and gave her the position of “Left Hand” (underboss) due to these circumstances.

    Aurora’s precedent also served as a good lesson for her brother Michael. Michael joined the military, and unlike with Aurora, Giovanni supported Michael’s decision.

    This was due to the end of the war, the thought that having one more elite organization member with military background wouldn’t hurt, and the belated realization that at least within the military organization, he wouldn’t die from being caught in sordid Mafia disputes.

    The death of the eldest son, whom Giovanni considered his masterpiece – though to Aurora and Michael it was like the death of a small demon – led to a change in attitude toward his children.

    But for Aurora, there was nothing left to protect.

    In days without a clear purpose or goal, Aurora increasingly engaged in dangerous activities. As evident from her frontline service despite being a medical officer, she possessed exceptional physical abilities, marksmanship, and improvisation skills.

    These qualities became major strengths to young organization members, and Aurora began receiving love and respect she had never experienced before. Of course, this was respect as a future boss. The considerable number of war veterans among new members also helped secure Aurora’s supporters.

    To such an extent that a new generation led by Aurora and the old guard led by Giovanni engaged in an invisible power struggle. The only advantage the old guard had over the new was the culture of respecting elders.

    But perhaps a glimmer of hope may be approaching for her…
